It never imports a half-copied file
Copying 40 GB from a card takes minutes. Watch Folders checks that the file size has stopped growing and that the system has released it before touching it, so you never end up with truncated clips that fail halfway through the edit.
Organisation
Bin structure mirrored from disk
If the watched folder has subfolders, it can reproduce that hierarchy inside the project. The organisation that already exists on your drive no longer has to be rebuilt by hand inside Premiere.

Yes, as long as the drive is mounted on the system as a reachable path.
