What it does inside.

Insufficient media
It spots the cuts that cannot take a transition
A transition needs head and tail frames. When a clip has no material left, instead of failing or freezing frames it flags that edit point as a conflict and lets you decide whether to skip it or shorten the duration in that case only.
Your own presets
Any effect of yours becomes a batch preset
If you have a custom transition built with specific settings, you save it as a preset and it becomes available for mass application. Your look stops being something you copy and paste clip by clip.

Yes. Selecting clips manually on the timeline limits the batch to exactly those edit points.
Does it respect transitions already in place?
You decide: keep them, replace them all, or change only their duration.
Does it work on audio tracks?
Yes, with Premiere audio transitions, applied with the same batch logic.
What about cuts without enough material?
They are flagged separately and you choose whether to skip them or apply a shorter duration in those cases only.
